History & Layout

The pattadars who are listed below have obtained sanction for the layout for 3328 House plots from the Gram panchayat Vattinagulapally, Rajendranagar Mandal, Ranga Reddy District., covering an extent of Ac 460.06 Guntas in Survey Numbers 111, 134, 135, 136, 137, 138, 139, 146/A/1, 148, 149, 150, 151, 152, 153, 154, 155, 156, 157, 158, 159/A, 161, 162, 165, 166, 171, 178, 179, 180, 181/A, 183, 189, 190, 191. The pattadars jointly constituted SRI. N. RANGA REDDY SON OF LATE. N. VENKAT REDDY as their GPA Holder with Registered Irrevocable GPA at the District Registrar, Ranga Reddy District., vide Document Nos. 47/1983 of Book 4, Dt. 04/03/1983 and 53/1983 of Book 4, Dt. 14/04/1983, delegating all powers to convey the plots to the respective purchasers. Most of the plots were sold with registered Sale Deeds between 1983 and 1986.

Consequently, the purchasers of plots in the Shankar Hills Colony Layout have been recognized as absolute owners since 1983.

GPAs & Other Agreements

V. Ramanaiah Chowdary Agreement dated: 28/03/1982

A sale agreement was entered into on March 28, 1982, by 25 pattadars (comprising 8 families), including Rajanna Gari Mallareddy, transferring Ac 490-12 Gts of land in the Vatti Nagulapalli village area to PV Ramaniah Chowdary. Possession of the land was also transferred on the same date.

Rangareddy GPAs (47/1983 dated: 4-3-1983 & 53/1983 dated: 14-3-1983)

GPA Registration 47/1983 was executed by 26 persons in the name of N. Ranga Reddy, facilitated by Ramanaiah Chaudhary Graduates, involving Ac 435-06 Gts with Ramaniah Chaudhary acting as a witness.

53/1983 pertained to 25 acres and was executed by 2 individuals. Layout permission for 3328 plots was obtained in the Vattinagulapally Gram Panchayat within Ac 460.06 Gts specified in these two GPAs.

Ranga Reddy registered approximately 2425 plots between 1983 and 1986 to members purchased plots under the GPA arrangement.

Karunakar Chowdary’s Validation of the Agreement in 2003

In 2003, Karunakar Chowdary, the son of Ramanaiah Chowdary, validated the agreement made on March 28, 1982, at the Registrar’s office (Validation file No. 3940/AR/2003 dated: 14/08/2003) and proceeded to sell additional plots.

OS 360/1996 & AS 369/2005

Shankar Hills Plot Purchasers Welfare Association (SHPPWA) with regd. No. 2210/1989 was established by Mr. P. Yellamanda. OS 360/1996 was filed by the association for a perpetual injunction against Pattadars and GPA holders, who were attempting to resell the sold out plots in Ac 460.06 Gts.

The claim was dismissed on 9/03/2005 because Mr. Yellamanda had no right to file individually, and no proof was submitted on behalf of the association.

Mr. Yellamanda appealed the decision in AS 369/2005 in the High Court, which is still pending.
